Taking a quick look at the blurb, there's a web site from the US which indicates how long you'll likely have to wait for the US visa interview etc. Currently it seems around 10 days or so for the interview and then about another week for the decision, so a bit quicker than the 4 - 8 weeks they mention on the original web site. With regards getting in - as you've got drug offences then those would be very likely to be picked up by the US authorities so getting around this with the visa waiver form would be very unlikely. You could phone them up and ask their advice, but I suspect your best bet would be to try somewhere else in the world initially and then look at the US in maybe a few years time.
