Advice of which State for a tent camping trip Dec/Jan

Hi, will campsites be open in New Mexico and Arizona at this time of year ?. Would love to go to the Santa Fa area plus the Bisti Wilderness. Whats Phoenix like , we normaly dont go for big citys. Any other good areas ?..
