Not sure there really is a 'best' decision. It comes down to the type of things you want to do. It is true that as NZ is small, you are likely to see more of the country in a short space of time... But, I think that Australia might have more diversity of things to do and see (and better weather). Personally, I think they're both worth visiting!.
