If you stay in the Central Parks of the Philippines, it is relatively safe. Those who are usually kidnapped are not tourist but mostly missionaries in the Southern Part of the Philippines (Mindanao Island). Most tourist spot in the Philippines are secured by law enforcement. It does not have many tourist attraction in Mindanao, unless you are extremely adventurous. I would advice that you stay away from that area..
