Default Toy cleaning..............?

My son has a furry rubber toy like this http://www.alibaba.com/product-gs/200393...

When I washed it I washed off what ever made it not stick to it self. I have put flour on it and it will be ok for a little bit but goes right back to being sticky. Anyone know what they used when they made these?

Make a admixture of two to 3 tbsp of dish-cleaning soap with 1/4 tsp of ammonia and 3 cups of water. Whisk this admixture and advance alone the cream appear the areas to become cleaned.
