Default Underweight but not satisfied?

The way to lose fat is combining cardio with muscle strength. Bring weights on a 15-minute run 3-5 times a week. You should see results.

Default Underweight but not satisfied?

I'm 5'6" and weigh around 108 pounds. I run and do yoga and Pilates daily so my abs are really flat and solid, but there's fat covering them so instead of looking flat, they look sort of bulgy and puffy, especially my lower abs. I eat healthy and drink lots of water too. I'm not sure what I'm doing wrong but this fat isn't going away, I want to get to 14% body fat and right now I have like 17%. How do I do that? What should I change? **I'm not trying to lose weight, just fat.**
