If packaged food is 'made in China' but also 'distributed in USA'...what does that mean exactly?

it is made in china but made abide by the quality standard of us

Distributed here would mean only the marketing has taken place in US. While made in china covers manufacturing and packaging. Its made in china then shipped to US and sold in US as it was made in china. Obviously it has to meet US standards before it can be distributed.

That mean the packages manufactured in china, but they are sold at USA only. Low cost production in china, sold with high price in USA

I think the products are manufactured and packed in china and shiped to US .Also it may mean that those products are only meant for distribution in US

According to me I think that, the Chinese poison train makes plenty of stops outside of the United States. When those stops are in developing countries, bad things can happen. Well Both China and India are big players in the manufacture of generic drugs, and both export medicines to Africa. The Indian government is, understandably, concerned that the incident may hurt the reputation of India's pharmaceutical industry in Africa and elsewhere around the world.
